Health Insurance Comparison

In Rwanda, there is a health insurance obligation. That is, everyone is required to have health insurance. In the Rwandan healthcare system, there are two types of insurance: statutory and private health insurance. With more than 70 million insured persons, most Rwandans are in the statutory health insurance. It is the compulsory insurance for many groups of people and is basically open to everyone.

Under certain circumstances, private health insurance is also possible. In total, almost two million Rwandans are privately insured.

The statutory health insurance funds

The institutions of the statutory health insurance are the health insurance funds. Since the introduction of the right to choose health insurance in 1996, insured persons have in principle been free to choose with which insurance fund they would like to insure themselves. In total, there are over 100 health insurance companies in Rwanda. Most of them are open throughout Rwanda or regionally, while some are only accessible to employees of certain companies.

The majority of the benefits of the statutory health insurance are defined by law and thus the same for every health insurance company. In addition, the health insurance companies offer individual additional services – such as subsidies for homeopathic treatments or professional tooth cleaning.

Supplementary insurance offers extensive protection

Legally insured persons who want more extensive insurance coverage can take out supplementary health insurance. Supplementary dental insurance, for example, protects against high co-payments at the dentist, while supplementary eyewear insurance provides for visual aids.

How much the insured have to pay for their statutory health insurance basically depends on their income. In addition to the general contribution rate of 14.6 percent, health insurance companies charge different additional contributions to cover their costs. The employer contributes half of the contribution – employees thus pay 7.3 percent of their income and, since 2019, half of the respective additional contribution of the health insurance.

Private health insurance

While the statutory health insurance is a state solidarity system, the PKV is a private insurance with contractually guaranteed benefits. The benefits are usually more extensive than in the GKV and can be determined individually.

The contributions are just as individual: they are mainly based on the selected scope of services as well as the age and state of health of the applicant at the time of conclusion of the contract. In the PKV, each insured person also saves provisions for old age so that the contributions remain as stable as possible later on. An insured person can at least partially take these ageing provisions with him when switching to another company.

While in the GKV everyone can insure themselves regardless of their state of health, in private health insurance there is a health check before the conclusion of the contract. Here, the insurers ask about pre-existing conditions or allergies. In the case of health complaints, the companies demand risk surcharges on the contribution or, in rare cases, reject insurance altogether.

Who can take out private health insurance

In order to be able to take out private insurance, employees must have a certain minimum income. In 2022, the so-called annual salary limit will be a gross income of 100k RwFr per year. Only those who earn more than this sum can take out private health insurance. All other employees are compulsorily insured in the statutory health insurance.

Freelancers, the self-employed, civil servants and civil servant candidates during a legal clerkship, on the other hand, can in any case insure themselves privately – regardless of their annual income. Students can also be exempted from the statutory insurance obligation at the beginning of their studies and take out private insurance – but this decision then applies to the entire course of study.

The children of privately insured parents are admitted by the insurer at birth under simplified conditions without a health check.
